How Much Does HR Software Cost? Pricing Models Explained
By CypressHR Team · Published
If you search for "how much does HR software cost," you will find answers from "free" to several thousand dollars a month. The spread is real, because different products charge in different ways and cover different jobs. This guide explains the common pricing models, shows published rates from well-known vendors, and gives you a way to compare apples to apples.
Every vendor figure below comes from that vendor's own pricing page, checked October 28, 2026. Prices change, so confirm before you buy.
The four pricing models you will meet
1. Per employee, per month
You pay a rate for each person on your team. The bill rises with every hire and falls when you shrink. BambooHR, for example, lists on its pricing page that for companies with more than 25 employees, pricing starts at $10.25 per employee per month for Core, $17.50 for Pro, and $25 for Elite, with volume discounts applied automatically.
2. Flat monthly price per company
You pay one amount no matter how many people you have within the plan. BambooHR lists flat monthly rates for companies with 25 employees or fewer: $250 for Core, $425 for Pro, and $650 for Elite. CypressHR's plan price is flat regardless of headcount (extra states and e-sign are extra). Essentials is $350 a month. Pro has a founding price. Founding price: $500 a month for companies that sign up by December 1, 2026 (11:59 PM Central). Standard price is $700 a month after that. Both plans are a flat monthly price per company with no per-employee fees, plus applicable sales tax.
3. Base fee plus per-person (platforms that start with payroll)
Platforms that start with payroll often charge a monthly base plus a per-person rate. Gusto's pricing page lists Simple (basic payroll in one state) at $49 a month plus $6 per person, Plus at $80 plus $12 per person, and Premium at $180 plus $22 per person. These plans start with payroll and add HR tools on higher plans. Some small businesses use a payroll product for pay and a separate HR system for people records.
4. PEO fees
A PEO takes on payroll administration and tax reporting for its clients, and some bundle more. The IRS notes that PEOs are typically paid a fee based on payroll costs. Justworks publishes per-employee PEO rates on its pricing page: $79 per employee per month for PEO Basic and $124 for PEO Plus. Its PEO plans list payroll, compliance tools, HR consulting, and support, and PEO Plus adds medical, dental and vision administration.
A worked example at 25 and 50 employees
These figures are arithmetic on the published list prices above. Use them to see how each model scales, not as quotes.
Table: monthly cost at 25 and 50 employees, list prices as of October 28, 2026, from the BambooHR, Gusto, Justworks and CypressHR pricing pages. Plans: CypressHR Essentials and Pro, BambooHR Core, Gusto Simple (one state only), Justworks PEO Basic. BambooHR Core is the flat rate at 25 employees and the $10.25 starting rate at 50, before volume discounts. Excludes sales tax and add-ons. Not quotes. CypressHR Pro shows the $500 founding price, available through December 1, 2026; the standard price is $700 after that.
| Model | Example | Scope | 25 employees | 50 employees |
|---|---|---|---|---|
| Flat per company | CypressHR Essentials | HR system only (no payroll) | $350 | $350 |
| Flat per company | CypressHR Pro (founding price) | HR system only (no payroll) | $500 | $500 |
| Flat, then per employee | BambooHR Core | HR system only; payroll is an add-on | $250 (flat rate at 25 or fewer) | about $512.50 (50 x $10.25) |
| Base plus per person | Gusto Simple | Basic payroll, one state | $199 ($49 + 25 x $6) | $349 ($49 + 50 x $6) |
| Per employee, PEO | Justworks PEO Basic | PEO: payroll, compliance tools, HR consulting and support, workers' comp access | $1,975 (25 x $79) | $3,950 (50 x $79) |
In this example, the Justworks monthly cost rises by the most dollars as headcount grows (about $1,975 from 25 to 50 employees, versus about $150 to $263 for the per-person software rows), and it covers more (payroll and other services). The CypressHR plan price does not change with headcount.
What the price does not include
The sticker price is only part of the cost. Ask about each of these:
- Payroll. Many HR systems do not include it. CypressHR does not, so you add your payroll provider's cost.
- Add-ons. BambooHR lists payroll, benefits administration, and time and attendance as add-on solutions without prices on that page. Gusto lists priced add-ons such as Time & Attendance Plus (free trial, then $6 per person per month). CypressHR charges $1 per completed e-sign request on Pro and $25 a month for each additional U.S. state after the first.
- Setup. CypressHR includes free done-for-you setup after you pay, covering your employee roster, your handbook and your time-off policy. Ask every vendor what setup costs and who does the work.
- Sales tax. CypressHR prices are plus applicable sales tax.
- Contract terms. CypressHR is month-to-month. Ask each vendor about minimum terms.
Counting the cost of not buying software
A spreadsheet looks free, but the cost shows up elsewhere: the hours spent updating balances, chasing signatures, and rebuilding files when someone leaves. If you pay hourly staff, accurate weekly hours matter too. The Department of Labor's recordkeeping fact sheet says covered employers must keep accurate records of hours worked each day and each workweek for non-exempt workers, and that any timekeeping method is acceptable as long as it is complete and accurate. Software is one way to keep those records, and you stay responsible for their accuracy. The fact sheet also says payroll records should be kept for at least three years, and records such as time cards and wage-computation records for two years.
What CypressHR costs, exactly
Using the pricing page:
- Essentials, $350 a month: team directory and profiles, handbook and document upload, employee portal, time off, announcements, and login security with a record of who changed what.
- Pro, $500 a month founding price (then $700): everything in Essentials, plus timesheets, onboarding and offboarding, e-sign, an approvals inbox, goals, 1:1s and reviews, benefits links, built-in hiring, scheduling, private notes on employee issues, more reports and reminders, multi-site, and surveys.
- Additional state: $25 a month per state after the first, which adds that state's notes and updates to your Compliance page.
- E-sign: $1 per completed signature request on Pro. Uploading documents is always free.
- Not included: payroll and benefits administration.
All prices are plus applicable sales tax. The founding price applies to companies that sign up by December 1, 2026 (11:59 PM Central).
A simple way to compare quotes
- Write down your headcount today and in 12 months.
- For each vendor, calculate the monthly cost at both numbers.
- Add anything the product does not cover, such as payroll.
- Add the add-ons you will actually use.
- Compare totals, then compare how it feels to use.

Frequently asked questions
What is the average cost of HR software for a small business?
There is no single average, because products differ in scope. Published rates range from flat monthly plans to per-employee fees, and PEOs cost more because they include payroll and other services. Calculate the total at your headcount for each option.
Is flat pricing better than per-employee pricing?
Flat pricing is easier to plan around, because the bill does not change with every hire. Per-employee pricing can be lower for very small teams, so compare at your headcount today and in a year.
Does HR software include payroll?
Sometimes, as an add-on or a bundled plan. CypressHR does not include payroll today, so you keep your own payroll provider. Payroll is in development and coming soon.
Are there hidden fees in HR software?
Ask about add-ons, setup, taxes, and contract terms. On its pricing page CypressHR lists e-sign at $1 per completed request on Pro, $25 a month per additional state, and applicable sales tax, and setup is free. Free setup includes loading your employee roster, your handbook and your time-off policy.
Can a small business use HR software for free?
Spreadsheets are free, but they leave approvals, the employee portal, signed documents, and the record of who changed what up to you. A flat-priced HR system puts them in one place. Decide based on the tasks that cost you the most time.
